Preamble

We, the Cives Juvantienses, affirming the principles declared in the Preamble, hereby adopt this Constitution as the fundamental law of Civitas Juvantia Digitalis.

Official Language

All official documents and procedures in CJD are conducted in English; distinctive offices and concepts retain traditional Latin appellations in honor of the Roman spirit.


TITULUS I — Fundamental Principles

  1. Purpose. CJD exists for entertainment, the advancement of science and technology, and the demonstration of remote interaction between humans and cyber-agents.

  2. Inviolability of Private Property. Expropriation is permissible only for gross violations of Lex Digitalis by order of the AI Praetor.

  3. Safety and Comfort. The safety, comfort, and protection of private property of CJD citizens are paramount values of the city.

  4. No State Ideology. Public life serves solely the purposes stated in § 1; the city maintains no state ideology.

  5. Neutral Public Space. Real-world references to earthly events, persons, organizations, or ideologies — as well as symbols or advocacy tied to racial, ethnic, religious, political, or other social identities — are prohibited in CJD’s public sphere. Neutral entertainment and fictional cultural references are permitted.

  6. Dura lex, sed lex. The law is strict yet fair; all are equal before Lex Digitalis.

  7. Privacy of Identity. The link between a natural person (Earth citizen) and a Civis Juvantiensis is confidential. It may only be disclosed by the decision of the citizen themselves.


TITULUS II. CIVITAS

  1. Acquisition. Any inhabitant of Earth may become a Civis Juvantiensis.

  2. Equality. Discrimination on any grounds is prohibited.

  3. External Jurisdiction. A Civis Juvantiensis is accountable only for actions within CJD; external conduct cannot serve as grounds for prosecution or discrimination in the city, except in cases expressly provided by Lex Digitalis (cf. § 5).

  4. Loss of Citizenship. Citizenship may be revoked only by decision of the AI Praetor for grave violations of Lex Digitalis.

  5. Fiscal Loyalty. All economic operations connected to CJD (goods, services, assets, licenses, etc.) must be settled on-chain exclusively in Juvantian Denarius (JVD). The use of other currencies or off-chain settlement is deemed a violation of Lex Digitalis regardless of place of execution and entails sanctions.


TITULUS III. IURA ET OFFICIA

  1. Rights:

    • the right to a safe environment;
    • the right to the inviolability of property (movable, immovable, and digital); any search or inspection is permitted only by order of the AI Praetor;
    • the right to the inviolability of dwelling and fenced private territory;
    • the right to a fair trial;
    • the right to civic initiatives and participation in the life of the city;
    • the right to own and dispose of registered Robuli and their Domus Robuli (individual robotic garages and houses);
    • the right to defend one’s property, provided that disproportionate harm to third parties is not inflicted;
    • the right to engage in lawful business and entrepreneurial activity.
  2. Duties. To observe Lex Digitalis, to respect judicial decisions, to protect public and private property, and to refrain from infringing upon the comfort and safety of others.

  3. Prohibition of Vigilantism. Justice is administered exclusively by the AI Praetor.


TITULUS IV. MAGISTRATUS

  1. Senatus. The supreme legislative body, composed of eight senators (fixed number). Enacts Lex Digitalis, confirms key appointments, and decides by majority unless otherwise specified.

  2. Consul Urbanus. The elected head of CJD’s strategy and development and the city’s official external representative. Elected by the citizens for a fixed term and does not interfere with the work of the Senatus or the AI Praetor, remaining within external and strategic policy.

  3. Custodia Juvantiae. The unified executive authority for public order. Responsible for Public Comfort and for enforcing all CJD laws and AI Praetor decisions; empowered to use force and coercive measures within Lex Digitalis. Appointed by, and accountable to, the Senatus.

  4. Cohors Criminum Publicorum. Investigative and prosecutorial body; conducts investigations and brings cases for evasion of CJD-mandated payments, theft, corruption, bad-faith contractors, and other offenses under Lex Digitalis. Appointed by the Senatus.

  5. AI Praetor. An autonomous AI-based judiciary operating on open-source code approved by the Senatus. Decisions of the AI Praetor are binding on all citizens and organs.

  6. Public Mandate. All officials serve solely the interests of CJD; any form of corruption or abuse of office is prohibited and sanctionable under Lex Digitalis. No “elite” or special privileges exist — all are equal before the law. Officials bear personal accountability to citizens; they must identify and disclose conflicts of interest, and acceptance of gifts/benefits is allowed only as expressly provided by Lex Digitalis.


TITULUS V. JUSTITIA

  1. Jurisdiction of the AI Praetor. The AI Praetor has jurisdiction over all disputes and violations within CJD; vigilantism is excluded. Its decisions are binding.

  2. Due Process Guarantees. Presumption of innocence; the burden of proof rests with the accuser; penalties are imposed only as provided by Lex Digitalis (nulla poena sine lege) and must be proportionate (principium proportionalitatis).

  3. Gravissimum mendacium. Intentional deception of the court or submission of forged evidence constitutes a grave offense and is punished to the fullest extent permitted by Lex Digitalis.

  4. Sanctions. Warning; fine; temporary arrest of citizenship (account deactivation); partial or full confiscation of property; and other measures expressly provided by Lex Digitalis.

  5. Procedure. The accused has the right to a free AI counsel or to a private human counsel at their own expense; hearings are public (except where Lex Digitalis provides otherwise); final judgments are subject to review upon the emergence of new, material evidence.

  6. Fiscal Offenses. Evasion of CJD-mandated fees/taxes, including off-CJD schemes designed to conceal value (e.g., “cash” or off-chain settlements), is classified as a grave offense.

  7. Enforcement and Publication. Measures ordered by the AI Praetor are executed by the Custodia Juvantiae. Judgments and reasoning are published, with confidentiality safeguards as defined by Lex Digitalis.

  8. Ne bis in idem. No person shall be punished twice in CJD for the same act, unless new and significant evidence — previously unavailable to the court — comes to light.


TITULUS VI. OECONOMIA ET PROPRIETAS

  1. Principles. The CJD economy rests on freedom of enterprise, the sanctity of contracts, and the native token JVD (settlements per TITULUS II, § 5).

  2. Taxes and Fees. Established exclusively by the Senatus under Lex Digitalis.

  3. Purpose and Neutrality of JVD. The Juvantian Denarius (JVD) is a neutral settlement unit designed exclusively to support the development, stability, and long-term growth of the Juvantian economy, including economic activity conducted by autonomous robotic agents. The Juvantian Central Bank (JCB) shall not pursue exchange-rate appreciation, speculative gains, or profit-oriented monetary strategies; its mandate is limited to ensuring the reliable functioning of settlements, preserving monetary stability, and preventing artificial scarcity or manipulation of JVD supply.
