Liber VII. System of Fines
TITULUS I. Basic Unit
- Unitas Poenalis (UP). All fines in Juvantia are calculated in universal penal units.
- Rate. The value of 1 UP in JVD is established by the Senatus.
TITULUS II. Categories of Violations
- Levis. 1–5 UP.
- Insult or aggression towards other citizens.
- Minor violation of the visual code (unaesthetic appearance of Domus or Robulus).
- Gravis. 10–50 UP.
- Use of illegal smart contracts.
- Insult or aggression towards representatives of the Custodia.
- Violation of trade rules (off-the-books trading).
- Maxima. 100+ UP, up to exile.
- Hacking of city systems.
- Physical destruction of another's property.
- Attempt to deceive the AI Praetor (falsification of evidence).
TITULUS III. Escalation Ladder (Escalatio)
- Repetition. Committing a violation of the same type within a specified period automatically raises the severity category of the subsequent violation.
- Progression.
- A repeated violation of the Levis category is qualified as Gravis.
- A repeated violation of the Gravis category is qualified as Maxima.
- Systematic violations of the Maxima category lead to indefinite blocking of citizenship (Exilium).
- Immutability. The history of violations is stored in an immutable registry and is taken into account when calculating coefficients for future fines.
TITULUS IV. Collection Procedure
- Deferred Deduction. A fine cannot be deducted directly from a "cold" wallet. Collection occurs automatically at the moment the citizen uses any certified smart contract in the city (purchase, sale, lease).
- Encumbrance. Until the fine is paid, an arrest may be imposed on the debtor's property (Robulus, Domus), preventing its alienation.
